
Navin Mittal, IAS, Principal Secretary, Energy Department, Government of Telangana
Navin Mittal, an IAS officer from the 1996 batch and All-India 3rd Rank holder in the UPSC, is an IIT Delhi alumnus known for his reform-oriented, innovative, and citizen-centric approach to governance.
He is currently the Principal Secretary, Energy Department, Government of Telangana, where he is driving initiatives focused on strengthening the state’s power sector-particularly renewable energy integration, improved efficiency, and long-term energy security.
In his previous role as Principal Secretary, Revenue and Commissioner, Commissionerate of Land Administration (CCLA), Mr. Mittal led the development of Bhu Bharati, a pioneering land revenue reform system. Created to address the gaps in the earlier Dharani portal, Bhu Bharati introduced higher transparency, accessibility, and reliability in land records and services. Launched by the Hon’ble Chief Minister on Dr. B. R. Ambedkar Jayanti, it is widely regarded as a transformative step in land administration.
As Commissioner, Collegiate and Technical Education, he oversaw significant reforms that strengthened government institutions and raised academic standards. Under his leadership, government colleges saw a remarkable surge in enrollments, with more than 70% of admissions shifting toward state-run colleges-reflecting renewed public confidence in the system.
Earlier in his career, as District Collector, Mr. Mittal became known for his people-first approach, implementing impactful initiatives in rural development, welfare, and e-governance that continue to serve as benchmarks for effective district administration.
Across his diverse responsibilities, Navin Mittal has consistently championed robust, transparent, and future-ready governance. His contributions across energy, land reforms, education, and district administration remain significant milestones in Telangana’s administrative progress.
