Any residential building that consists of one or more dwellings will have to acquire a BASIX certificate to get development approval.   

This rule doesn’t include hotels or motels. Beyond that, any renovation or alteration to the property that costs more than $50,000, or the addition of a spa or swimming pool with a capacity of more than 40,000 litres, will also need a BASIX certification.
