Assalamu Alaikum Warah Matullahi Wabarakatuhu everyone.
Salatul Tasbih is a namaz prayed on special nights, Shab-e-Qadr. It is advised to pray Salatul Tasbih on every Shab-e-Qadr as Rasoolullah(peace be upon him) told that Allah will forgive all our sins, even the tiniest ones.
It is not just necessary to pray Salatul Tasbeeh only on the nights of Shab-e-Qadr. You can pray Salatul Tasbeeh any day in your life.
Fazeelat of Salatul Tasbih
Rasoolullah (peace be upon him) advised his uncle, Hazrat Abbas, regarding the recitation of Salatul Tasbeeh: "Even if your sins are as numerous as the grains of sand in the desert, Allah will forgive them."

Niyat for Salatul Tasbih?
There's no special niyat for this Nafl namaz. Like other Nafl namaz, you can do the niyat for Salatul Tasbeeh as well.
"Niyat karta hoon mai, 4 Rakaah nafl namaz Salatul Tasbeeh, waastaaye Allah Tala ke, rukh mera Qaab-e-Shareef ki taraf"
How to Pray Salatul Tasbih?
Firstly, remember the following tasbeeh:
"Subhaan-allaahi wal hamdu lillaahi walaa ilaaha illallaahu wallaahu akbar"
You have to recite this tasbeeh a total of 300 times in your 4 Rakaah namaz, which means 75 times in 1 Rakaah namaz.
Following is the way of reciting the above tasbeeh in between the other verses of the Quran in between your namaz of Salatul Tasbeeh:
i) 15 times before reciting Sura-e-Faatiha (in first Rakaah after reciting Sana)
ii) 10 times before going for Rukuh (after reciting Sura-e-Faatiha and another Surah from the Quaran)
iii) 10 times in Rukuh after reciting the Rukuh tasbeeh, Subhaana rabbiyal azeem.
iv) 10 times after standing up from Rukuh and after reciting "Rabbana laqalhamd".
v) 10 times in Sajdah after reciting the Sajdah Tasbeeh, Suhaana rabbiyal aala.
vi) 10 times after getting up from 1st Sajdah while sitting.
vii) 10 times in 2nd Sajdah after reciting the Sajdah Tasbeeh, Suhaana rabbiyal aala.
So this makes a total of 75 times you recited the tasbeeh in 1 Rakaah.
